Noticed the number of samples are not same to each country? Some are 500 and others 1000. For Maldives no more samples are available. As for Japan, there was a few with unusual speed of over 300 Mbps which is most likely an ISP. India also had few unusual tests. Samples do not include those obviously irregular and unusual results.
A google search also showed average internet cost in Europe between $30 - $60, and that seems to match Maldives but with slowpoke internet.
Few days back I hard the Maldives government is encouraging to build an IT industry and the person who said that seemed similar looking to our Communications Minister.
